RPM Act Reintroduced in U.S. Senate for 2021

Dear Mr. Phipps:

Thank you for contacting me regarding the Recognizing the Protection of Motorsports (RPM) Act of 2019 (S. 2602; 116th Congress). I appreciate having the benefit of your comments on this important matter.

Senate Richard Burr (R-NC) introduced the RPM Act on October 16, 2019. This legislation would protect Americans' right to modify street vehicles into racecars. Specifically, it would clarify it is legal under the Clean Air Act (42 U.S.C. 7401-7626) to modify the emissions system of a motor vehicle to be used exclusively for racing. The RPM Act was not signed into law during the 116th Congress and has not been re-introduced so far during the 117th Congress.

Since 1970, motorsports enthusiasts have purchased cars and modified them to race off public roads. The RPM Act preserves American motorsports by stopping regulatory overreach by the federal government, and I look forward to working with my colleagues to ensure Federal regulations are based on the best available science and risk-based standards.
